The Preschool Promise Program is a high-quality, publicly funded, preschool program that serves children ages three (3) and four (4) in families living at or below 200% of the Federal Poverty Level, children in foster care, and children from other historically underserved populations. The Preschool Promise Program is delivered in a variety of settings including centers, homes, and schools.

Selections and placements will be made from eligible applicants at the end of each month starting in April until fully enrolled.

Am I eligible?

Resident Requirement
- If you live in Oregon, your child is eligible for Preschool Promise.
Age Requirement
- Your child needs to be 3 or 4 years old by/on September 1st. You can use this age calculator to determine if your child will be age eligible.
Income Requirement
- Families living at or below 200% of Federal Poverty Level are eligible. You can use the income chart below to determine if you might meet the income requirement. Please note income will need to be verified to confirm eligibility.
Additional Eligibility
- Children who are homeless or living in foster care will be automatically eligible for Preschool Promise.

Steps to Apply

1: Choose your Preschool Option

Review the options by county and choose up to 3 programs.
*Please note if you select a Head Start program, additional forms may be required after your application is submitted. You may also directly apply to Head Start through their application process.

2: Gather your information
Use this document checklist page to guide you through your options for documents to submit with your application to verify your eligibility.

3: Apply and Submit your Application

You can apply online or email nwelhub@nwresd.k12.or.us to request a paper copy of the application and to arrange a drop off process once completed.

I’ve applied, what’s next?

Once you have completed a preschool application, including submitting all required documents, it can take 10-30 days to complete eligibility verification and enrollment.

We have outlined our process below:

Application Submitted for Hub Staff Review
Hub staff will review applications for completion. If additional documentation is needed, staff will attempt contact for 10 days, making at least 2 contacts in those 10 days. Once contact is made, we will need any additional documentation within 10 days.
Coordinated Enrollment Committee Review Next, we send your application and documents to our eligibility team to verify your eligibility, and our enrollment committee will review your programs of choice with available openings in the community. The enrollment committee will meet twice a month during April, May, and June, once in July, twice in August & September, then monthly from December through March.
Placement Offered
Once you are verified as eligible, you will be emailed and called to offer a placement in a program based on the providers who selected your application and availability in the community. You will have 5 days to accept your placement offer. If an opening is not available in the community, you will be placed on a waitlist until there is an available opening.
Confirmation & Enrollment
Once placement is confirmed--your provider will contact you to enroll with their program! You may have additional enrollment forms to complete for your provider.

*Head Start Note: If you applied to Head Start directly, they have a slightly different timeline and process for determining eligibility and notifying families once selected and placed in a program. Head Start begins selection in June every year for the following fall school year, and will continue until fully enrolled. For more information you can contact Head Start directly at 503-556-3736.
