Working Together Toward a New Collective Bargaining Agreement

Northwest Regional ESD and Northwest Education Association are engaged in collective bargaining to negotiate a successor agreement covering wages, benefits, working conditions and other terms of employment. Topics Under Discussion

With 15 contract articles currently open, bargaining is actively focused on a number of important topics, including:
  • Wages – Compensation remains one of the primary topics under discussion. The district has proposed annual salary increases of 2.81% in Year 1 and 2.0% in Years 2 and 3. The union has proposed larger salary increases (4.5% in Year 1, 4.5% in Year 2 and a salary reopener in Year 3), market adjustments (6% in Year 1 and 5% in Year 2 and a salary reopener in Year 3), longevity stipends, additional differentials, and other compensation enhancements. The parties continue to discuss the financial impact of the proposals and remain significantly apart on the overall compensation package.   • Leave – Leave continues to be an active area of bargaining. The parties have exchanged proposals regarding paid leave and unpaid leaves of absence, including revisions to leave language, administrative processes, and implementation. Discussions have focused on improving clarity, consistency, and alignment with current practices, and negotiations are ongoing. See the May 19 and April 13 bargaining recaps for more information. 

  • Contract Language – Both parties have proposed revisions to contract language across numerous articles to improve clarity and consistency in implementation. Discussions have addressed topics including grievance procedures, association rights, recognition, working conditions, payroll deductions, vacancies and transfers, and evaluation processes. 

To date, the parties have reached tentative agreement on four articles while continuing to negotiate the remaining provisions of the successor agreement. To read more about the discussions and view specific proposals, browse the meeting recaps below.
