Northwest Regional ESD and the Oregon School Employees Association (OSEA) are engaged in collective bargaining to negotiate a successor agreement covering wages, benefits, working conditions and other terms of employment. Topics Under Discussion

With 25 contract articles currently open, bargaining is actively focused on a number of important topics, including:
  • Wages - Compensation remains one of the primary topics under discussion. The district has proposed annual salary increases of 2.81% in Year 1 and 2.0% in Years 2 and 3, along with a $25 monthly increase to the district's health insurance contribution each year. The union has proposed an 8% cost-of-living increase, additional changes to the salary schedule that further increases compensation, and other compensation-related proposals. The parties remain significantly apart on the overall cost of their proposals. See the July 15 bargaining recap for additional details and a financial comparison of the proposals.
  • Leave - Leave remains one of the most active areas of negotiation. The parties are discussing proposals affecting paid leave, unpaid leave, and vacation, with significant differences remaining. Because many leave proposals have financial implications, they are considered as part of the overall compensation package rather than independently.   • Grievance Process - The parties have exchanged proposals regarding the process used to resolve alleged contract violations. The district has proposed maintaining the current grievance process with limited revisions, while the union has proposed additional changes, including adding an arbitration step following School Board review.
