At last Friday's board work session, the board of directors affirmed the district's commitment to anti-racist multicultural education and belonging.
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE NORTHWEST REGIONAL EDUCATION SERVICE DISTRICT IN CLATSOP, COLUMBIA, TILLAMOOK, AND WASHINGTON COUNTIES, OREGON AFFIRMING THE DISTRICT’S COMMITMENT TO ANTI-RACIST MULTICULTURAL EDUCATION AND BELONGING.
WHEREAS, Northwest Regional Education Service District’s vision is that every student is educated, equipped, and inspired to achieve their full potential and enrich their communities; and
WHEREAS, Northwest Regional Education Service District’s mission is to improve student learning, in partnership with the communities we serve, by providing equitable access to high-quality services and support; and
WHEREAS, the NWRESD 2026 and Beyond Strategic Plan calls upon the organization to strengthen systems where every learner belongs and thrives, particularly students who have been historically marginalized or are experiencing disability; and
WHEREAS, the Strategic Plan further calls upon NWRESD to expand capacity for antiracist leadership and action, create equitable learning environments that welcome, value, and support every single child, and build culturally responsive partnerships with students, families, and communities; and
WHEREAS, anti-racist multicultural education affirms the identities, histories, languages, cultures, strengths, and lived experiences of students, families, staff, and communities as essential to meaningful learning, belonging, and student success; and
WHEREAS, belonging is strengthened when students see themselves, their families, their cultures, and their communities reflected with dignity and accuracy in learning environments, relationships, programs, services, policies, and practices; and
WHEREAS, multicultural education must be more than recognition or celebration and must be connected to ongoing reflection, policy review, instructional practice, professional learning, student voice, family engagement, and community partnership; and
WHEREAS, anti-racist leadership requires the ongoing examination and transformation of practices, policies, systems, and conditions that create or sustain inequitable experiences and outcomes for students, families, staff, and communities; and
WHEREAS, NWRESD recognizes that culturally responsive partnerships with students, families, districts, and community partners are essential to improving educational outcomes and creating learning environments where every learner is welcomed, valued, supported, and able to thrive; and
WHEREAS, the Board of Directors recognizes its responsibility to support the conditions, commitments, and accountability necessary for anti-racist multicultural education and belonging to be embedded across NWRESD programs, services, and regional partnerships;
NOW, THEREFORE, BE IT RESOLVED, that the NWRESD Board of Directors affirms its commitment to anti-racist multicultural education and belonging as a foundation for strengthening school systems where every learner belongs and thrives; and
BE IT FURTHER RESOLVED, that the Board affirms NWRESD’s responsibility to expand antiracist leadership and action across the organization and in service to component districts, students, families, and communities; and
BE IT FURTHER RESOLVED, that the Board affirms NWRESD’s commitment to supporting equitable learning and working environments that welcome, value, and support every single child, family, staff member, and community partner; and
BE IT FURTHER RESOLVED, that the Board affirms the importance of multicultural education that reflects the histories, cultures, languages, contributions, experiences, and perspectives of the diverse communities served by NWRESD; and
BE IT FURTHER RESOLVED, that the Board encourages NWRESD programs, departments, schools, and regional partners to connect multicultural learning to year-round practice, including professional learning, curriculum and resource review, student voice, family engagement, community partnership, and continuous improvement; and
BE IT FURTHER RESOLVED, that the Board supports culturally responsive partnerships with students, families, districts, and communities as essential to improving student belonging, attendance, achievement, and success; and
BE IT FURTHER RESOLVED, that this resolution is aligned with 1.A, 1.C, and 1.D of the NWRESD 2026 and Beyond Strategic Plan by affirming NWRESD’s commitment to antiracist leadership, multicultural education, equitable learning environments, and culturally responsive partnerships so every learner belongs and thrives.
This Resolution is effective immediately upon adoption this 31st day of July, 2026
