Early Intervention (Birth to Age 3)

Our Early Intervention (EI) program provides services and supports to eligible children from birth to age 3. The program also helps families develop the skills they need to help their children learn and grow. Services are delivered through a parent coaching model at home or in other care-giving settings.

The Clatsop Service Center serves Clatsop County and the following school district communities: Astoria, Jewell, Knappa, Seaside, Warrenton-Hammond.

Hours: 8:00 a.m. - 4:30 p.m., Monday-Friday

How can I check if my child's development is on track?

Visit the Oregon Screening Project for a free, online screening. The Oregon Screening Project was created and is operated by the Early Intervention Program at the University of Oregon with support from University Center for Excellence in Developmental Disabilities and the Oregon Department of Education. The site was developed for parents to check their child's early development.
I took the free, online screening and I'm concerned about my child's development. What should I do?
If you took the free, online screening and you are concerned about your child's development, please call your county Intake and Referral Line to arrange an appointment:
- Clatsop County: 503-338-3368
- Columbia County: 503-614-1446
- Tillamook County: 503-842-8423
- Washington County: 503-614-1446
During the screening, an intake specialist will complete a screening questionnaire and answer your questions. If the results show delays, an evaluation will be offered. With your permission, a developmental evaluation is completed to determine whether your child is eligible for services. Evaluations are completed by specialists and your input and assistance play an important role in collecting accurate information.
What types of services do children and families receive?
EI/ECSE services in Oregon are meant to build on the family’s strengths to meet the special needs of their child. EI/ECSE specialists give family members, preschool teachers and caregivers ideas and help for working with and teaching the child. This is done in the places where the child usually spends time learning every day.

Here are some examples of EI/ECSE services:
- Giving the family information about their own child’s special needs
- Showing the family how to meet their child’s needs at home
- Helping the family learn how other people and agencies can help them
- Helping the family learn how to teach the child new skills
